All I'm asking is what exactly is a defender supposed to do if a RB is allowed to lower the crown of his helmet down to knee level?
We either need to say
1) RB's with the ball are free game
or
2) A RB who lowers the crown of his helmet into contact receives a targeting penalty. (Maybe not an ejection, but a 15 yarder)
